الدبلوماسية في ظل هيمنة الفضاء الالكتروني: بين واقع الممارسة التقليدية وحتمية التوجه الرقمي

Résumé: تتابع هذه الدراسة وتساهم في توضيح دور تكنولوجيا الإعلام والاتصال في الممارسة الدبلوماسية اليوم إذ أصبحت الدول على اختلافها مجبرة على التوجه نحو الرقمنة في كافة المجالات بما فيها المجال الدبلوماسي والسياسية الخارجية. لذلك فإن المقال يحاول معالجة الدبلوماسية الرقمية في العصر الحالي بالإضافة إلى التطرق لبعض النماذج الرائدة عالميا في ممارسة الدبلوماسية الرقمية من خلال التعرف على نقاط القوة عند هذه الدول، وأخيرا سيتم الحديث على الدبلوماسية الرقمية في ظل أزمة فيروس كورونا. وتنبع أهمية الموضوع من خلال كونه موضوع الساعة، بالنظر إلى تصاعد دور التكنولوجيا وتقنيات الاتصال مؤخرا وكذا استخدامها الواسع في النشاط الدبلوماسي تحديدا وبذا، فإن الهدف الرئيسي من الموضوع هو محاولة معرفة آثار استخدام شبكة الإنترنت وتكنولوجيا الاتصال الحديثة على الدبلوماسية والتي تشكل قوة متزايدة الأهمية في مجتمعات اليوم. Abstract: This study contributes to clarifying the role of information and communication technology in diplomacy, as all countries are forced to move towards digitalization in all fields, including the diplomatic field and foreign policy. Therefore, the article tries to address digital diplomacy in the current era in addition to addressing some of the world' sleading models in digital diplomacy by identifying the strengths of these countries, and finally, digital diplomacy will be discussed in light of the Corona virus crisis. The importance of the study stems from its being the subject of the hour, given the recent escalation in the role of technology and communication technologies, as well as their widespread use in diplomatic activity in particular. Thus, the main objective of the study is to try to understand the implications of the use of the Internet and modern communication technology on diplomacy, which is an increasingly important force in today’s societies.
