Résumé: أسدل واقع العولمة الستار على مشهد عالمي جديد تجلت مظاهره في تراجع الكثير من الأساليب الإدارية المعمول بها سابقًا و في اعتبار التكنولوجيا المحرك وصانع القرار الأساسي، فكان لزامًا على إدارة المؤسسات التحول نحو تبني مدخل الإدارة الإلكترونية لتسهيل أدائها وعملياتها ومن ثم إحداث تصميم جديد للوظائف والخدمات ولاسيما بالجماعات المحلية لما شهدته في الآونة الأخيرة من تفشي لظواهر سلبية خطيرة انعكست سلبا على أداء الخدمة العمومية،.لذا عكفت وزارة الداخلية والجماعات المحلية بالجزائر مؤخراً على تجسيد برنامج طموح لعصرنة خدماتها الإدارية وتحسين أداء الموظفين،حيث بدا ذلك جليًا في تجسيد ما يسمى ب "البلديات الإلكترونية" ، كأول مرحلة للإصلاح الإداري وتجسيد رقمنة الإدارة الجزائرية . Thus, it was necessary for the institutions to shift towards adopting the approach of electronic management to facilitate its performance and operations, and then create a new design for jobs and services especially in local groups due to the recent outbreak of serious negative phenomena that negatively affected the performance of the public service. Therefore, the Ministry of the Internal Affairs and Local Groups in Algeria has recently embarked on an ambitious program to modernize its administrative services and improve the performance of employees as this clearly began to embody the so-called Electronic municipalities, as the first stage of administrative reform and the embodiment of the digitalization of the Algerian administration.
