Résumé: The wave of change at the end of the last century led to the commitment of many countries to the rules of good governance that imposed themselves and transcended the borders of the country to international institutions and organizations. The reform and change campaigns have forced the leaders of the states to adopt changes in governance, while strengthening democratic construction processes and establishing rational governance systems.. This study includes the most important theoretical and intellectual approaches to the concept of political reform and good governance, and highlights the most important steps required by political reform that reflect the principles of good governance at the national and local levels.
