فعالية دور السلطة العليا للشفافية والوقاية من الفساد ومكافحته بعد صدور القانون 22-08

Résumé: عملت الجزائر جاهدة للوقاية من ظاهرة مكافحة الفساد، وقد تم تكريس هذا التوجه بسن قانون يهدف إلى محاربة هذه الظاهرة على المستوى الوطني، بانشاء الهيئة الوطنية للوقاية من الفساد ومكافحته. وقد تم تعديلها وتغيير تسميتها إلى السلطة العليا للشفافية والوقاية من الفساد ومكافحته بموجب التعديل الدستوري لسنة 2020، وتم تغيير دورها وترقيتها من هيئة استشارية فقط إلى مؤسسة استشارية رقابية. بعدها صدر القانون رقم 22-08 يحدد تنظيمها وتشكيلها وصلاحياتها. فالإشكالية المطروحة مدى فعالية دور هذه السلطة في الوقاية من جرائم الفساد ومكافحتها بعد كل هذا التغيير؟ Algeria has worked hard to prevent the phenomenon of anti-corription, and this trend has been enshrined by enacting a law aimed at combating this phenomenon at the national level, by establishing the National Authority for the Prevention and Control of Corruption. Its amendment and renaming was changed to the High Authority for Transparency, Prevention and Fight against Corruption. Under the constitutional amendment of 2020. Its role was changed and upgraded from an advistory body only to an oversight advisory institution. Then Law N°. 22-08 was issued defining its organization, composition and powers. The question is, how effective is the role of this authority in preventing and combating corruption crimes after all this change?
