رأس المال المخاطر الإسلامي كأداة لتثمير أموال الزكاة والوقف في الجزائر

Résumé: تعيش الجزائر على غرار بقية الدول الإسلامية العديد من المشاكل على مستوى نظامها الاقتصادي، فقد بقيت ولا زالت تتخبط بين النظام الاشتراكي والنظام الرأسمالي، بين نظام قائم على البنوك الربوية ونظام قائم على سوق الأوراق المالية، وكل الأرقام تشير إلى عدم نجاعة كلا النظامين في الجزائر، فبعد الانتقال إلى نظام السوق منذ مطلع سنة 2000 ميلادية لا يزال معدل رسملة البورصة الجزائرية دون 0,08 ، في ظل عزوف المستثمر الجزائري عن الإقبال عليها. تقترح هذه الورقة البحثية سوق رأس المال المخاطر الإسلامي كآلية لحشد مدخرات المستثمرين الجزائريين المسلمين، وتفعيل كل من صندوق الزكاة وتثمير أموال الوقف في الجزائر، كخطوة أولى نحو انتقال سلس من نظام رأس مالي إلى نظام اقتصاد إسلامي يتماشى ومعتقدات المستثمر الجزائري، وذلك من خلال عرض ثلاث مخططات تلخص كيفية تطبيق آلية التمويل عن طريق رأس المال المخاطر في الجزائر. Like the rest of the Islamic countries, Algeria have many problems with its economic system; it has remained and is still wandering between the socialist system and the capitalist system, between interest-based banking system and a system based on the stock market. All the numbers indicate that the both systems are inefficient in Algeria. After the transition to the market economic system since the beginning of the year 2000, the Algerian stock market capitalization rate is still below than 0.08, with no response from the Algerian investor. This paper proposes the Islamic venture capital market as a mechanism to mobilize the savings of the Algerians Muslim investors, and operationalising Zakat and Waqf Funds, as a first step towards a smooth transition from capitalist system to an Islamic economic system in line with the beliefs of the Algerian investors, through the presentation of three charts summarize how to apply the venture capital financing mechanism on Zakat and Waqf Funds in Algeria.
