تشخيص الموقف التنافسي للصادرات الجزائرية خارج المحروقات في ظل تعدد عقبات ترقيتها: قراءة تحليلية للفترة 1995-2019

Résumé: يهدف المقال إلى تقييم الوضع التنافسي للصادرات الجزائرية خارج المحروقات في ظل عدم كفاية مستويات التنويع في الاقتصاد الوطني وذلك في معرض تحليل واقعها وتوصيف خصائصها خلال الفترة 1995-2019. وقد خلص إلى تواضع محصلتها من جانب ترقيتها كما ونوعا مع التدني الشديد لموقفها التنافسي مثلما أظهره التحرك السلبي المسجل على مستوى كل المؤشرات الموظفة لقياسه. هذا ما استدعى الكشف عن أسباب ذلك من خلال عرض أهم العقبات التي تصادف فعل التصدير عبر مقاربة تحليلية وتجميعية وفق معيار التماثل والانسجام مع واقعه الميداني في خضم المناخ الاقتصادي العام للبلاد. Résumé : L'article vise à évaluer la position concurrentielle des exportations algériennes hors hydrocarbures vu les niveaux insuffisants de diversification de l'économie nationale, en analysant leur réalité et en décrivant leurs caractéristiques durant la période 1995-2019. Il a conclu que ces exportations restaient toujours à leurs niveaux marginaux en termes de valeur et de diversification avec une position concurrentielle faible, comme l'indique la performance négative enregistrée au niveau des indicateurs de compétitivité. Ce qui nous a conduit à chercher les causes de cette faiblesse en identifiant les obstacles auxquels l'entreprise algérienne exportatrice est confrontée par une approche de synthèse analytique basée sur du critère de la symétrie et d'harmonie avec la réalité du climat économique général du pays. Abstract: The current article aims to evaluate the competitive position of Algerian exports outside of hydrocarbons, during the period 1995-2019, and that in view of insufficient levels of national economy’s diversification. The study concluded to the fact that the promotion’s outcome of the Algerian exports outside of hydrocarbons during the above-mentioned period has been modest in terms of quantity and quality, with an incredibly low competitive position, as demonstrated by the negative movement recorded at the level of all indicators used to measure it. The present paper attempts to reveal the substantial reasons behind the phenomena, by presenting the most important impediments encountered the act of export according to an analytic and synthetic approach in line with the symmetry and harmony standard with the reality in midst of the country's general economic climate.
