تحليل مؤشرات الأداء المعرفي في المنطقة العربية

Résumé: هدفت الدراسة إلى محاولة تحليل مؤشرات الأداء المعرفي في الدول العربية، ممثلة في منهجية تقييم المعرفة (KAM) المعتمدة من قبل معهد البنك الدولي للمعرفة من أجل برنامج التنمية (K4D)، بالإضافة إلى مؤشر الابتكار العالمي (GII) لسنة 2014، ومؤشر الأداء الإلكتروني العربي، مؤشر التنافسية الكامنة، ومؤشر القدرة على الابتكار ومؤشر دليل التنمية البشرية 2014، وذلك اعتمادا على المنهج الوصفي التحليلي حيث تم وصف كل من هذه المؤشرات وتحليل البيانات المتوفرة من خلاله. وجاءت النتائج لتظهر ضعف الأداء المعرفي في المنطقة العربية الذي مرده إلى تحديات إنتاج، نقل وتوطين المعرفة، بالإضافة إلى ضعف مؤسسات التعليم والتدريب والبحث العلمي، وضعف القطاع الخاص وبطالة الشباب وهجرتهم، فبعد التحول الكبير في سوق العمل الذي لم يصاحبه تغير في مدخلات المعرفة، حيث يرتفع الطلب على المهارة في المجتمعات العربية وليس على المعرفة. The purpose of this study is to try to analyze knowledge performance in the Arab countries and getting to know the weaknesses for treating them. For this purpose we have analyzed the knowledge Assessment Methodology (KAM) that have credit from the international bank center of knowledge for the development program (K4D), in addition to Global Innovation Index (GII) of 2014, Arab e-performance Index, Tacit Competitiveness Index, Capacity of Innovation Index, and Human development Index 2014, Based on the descriptive and analytical Methodology’s where descriptions of each of these indicators and the analysis of the available data. The results show the weakness of knowledge performance in the Arab region, which is due to the challenges of the production, transfer and localization of knowledge, in addition to the weakness of education and training institutions and scientific research, and the weakness of the private sector and youth unemployment and migration, after major shift in the work that is not accompanied by a change in the input of knowledge, where rising demand for skill in Arab societies and not on the knowledge market.
