تحليل متغيرات رأس المال البشري الداعمة للتنافسية الكامنة –حالة دول المغرب العربي

Résumé: يهدف البحث إلى الكشف عن واقع التنافسية الجارية والكامنة لدول المغرب العربي استنادا إلى تقرير التنافسية العربية لسنتي 2009 و 2012 ، وذلك بالتركيز على تحليل متغيرات رأس المال البشري، حيث يعتبر الاستثمار في هذا الأخير أحد الركائز الداعمة لتنافسية الاقتصاديات، وباعتبار صحة رأس المال البشري ومستواه التعليمي أهم العوامل المؤثرة في التنافسية الكامنة لأي اقتصاد، ارتأينا تحليل واقع مكونات مؤشر رأس المال البشري )معدل توقع الحياة، نسبة الانفاق على الصحة من الناتج المحلي، نسبة الالتحاق بالمدارس، معدل القيد الإجمالي،....إلخ( الداعمة للتنافسية الكامنة بدول اتحاد المغرب العربي الخمس ) الجزائر، المغرب، تونس، ليبيا، موريتانيا(، وتم التوصل إلى أن نتائج هذا المؤشر بهذه الدول مازالت دون المستوى المطلوب مقارنة بدول وردت بالتقريرين. This research aims to disclose the reality of current and potential competitiveness of the Maghreb countries based on the Arab World Competitiveness Report for the years 2009 and 2012 by focusing on the analysis of human capital variables. Investment in human capital is considered i as one of the pillars supporting the competitiveness of economies, and because human capital health and its educational level are among the most important factors affecting the potential competitiveness of any economy, we decided to analyze the reality of the components of the index of human capital (life expectancy, health care spending ratio from national product, schooling ratio, total enrolment rate … etc) in support of potential competitiveness in the five Arab Maghreb Union states (Algeria, Morocco, Tunisia, Libya, Mauritania). We concluded that the results of this indicator in these countries are still below the required level compared to countries listed in the two reports.
