السياسة والذاكرة الجمعية: علاقة تنافر أم تجاذب؟

Résumé: تهدف الورقة إلى تحليل العلاقة القائمة بين حقلي "السياسة" و"الذاكرة الجمعية" عن طريق عرض ومناقشة أهم المنطلقات التنظيرية التي عالجت هاته العلاقة من منظورات علمية متنوعة، وعلى رأسها كتابات كل من موريس هالبفاكس (الذاكرة الجمعية)، وبول ريكور (الذاكرة المُتلاعب بها)، ويان أسمان (الذاكرة الحضارية)، وهلموت كونيش (الذاكرة السياسية). ورغم هذا التباعد الظاهري بين هذين المفهومين، والذي نتج عنه اهمال واضح للعلوم السياسية العربية لهذا الموضوع، فقد أمكن هنا إبراز الأهمية الكبيرة التي تحتلها الذاكرة في الأنظمة السياسية سواء أكانت ديمقراطية أم ديكتاتورية، لكن ليس بوصفها مجرد أداة مُؤدلجة في يد السلطة السياسية لشرعنة وجودها وتجديد أيديولوجيتها حسب حاجاتها الحاضرة، بل أساسا بوصفها جزء لا يتجزأ من الفعل السياسي للأنظمة السياسية، غالبا ما يكون مؤثرا في بعض توجهاتها سواء على الصعيدين الداخلي أو الخارجي، ويظهر هذا في سياسات الذاكرة التي تتبعها هاته الأنظمة وما يترتب عنها من نتائج تبرز جليا في ثقافة التذكر السائدة فيها. Abstract : The article aims at analyzing the relationship between the field of politics and that of collective memory, via exposing and discussing the most important hypothetical views that treated this relationship, based on several scientific perspectives, mainly the writings of well-known writers, such as Maurice Halbwachs (the theory of the collective memory), Paul Ricoeur (the manipulated memory), Jan Assmann (the cultural memory) and Helmut König (the political memory). Despite the remote distance between the two concepts, leading to a clear neglect of the arabic political sciences, we could show the great importance that the memory has when it comes to the political systems, either democratic or in dictatorships, but not as a simple ideological tool in the hands of the political power, so as to manifest and legalize its existence and renew its ideology, depending on its present needs, but actually as being a whole and non-divided part of the political action emanating from the political systems. It is most often affecting some of its orientations on the internal and external levels, and it is mainly visible in the politics of the memory that these nations are following and adopting, and what effects there are and that can be witnessed in the cultural of remembrance that is being present and dominant.
