نحو دور استراتيجي لتنمية الموارد البشرية في منظمات الأعمال

Résumé: تهدف هذه الدراسة الى بلورة الدور الاستراتيجي لتنمية الموارد البشرية في ظل تنامي الاهتمام بالاستثمار في الموارد البشرية والكفاءات باعتبارها أحد أهم العوامل المسؤولة عن امتلاك المنظمة للميزة التنافسية، حيث تركز الدراسة على تحليل البعد التاريخي والمفاهيمي لتنمية الموارد البشرية وصولا الى المنظور الحديث لهذه الوظيفة والمرتكز على التدريب والتنمية وتطوير المنظمة وتطوير المسار الوظيفي. وتوصلت الدراسة إلى أن تنمية الموارد البشرية تستطيع أن تقوم بدور استراتيجي يتمثل في المساهمة في صياغة استراتيجية المنظمة، والمشاركة في إدارة التغيير، وتقديم برامج التدريب والتنمية في مجال الإدارة الاستراتيجية، والتأكد من ارتباط الخطط التدريبية بالأهداف الاستراتيجية للمنظمة. Astract This study aims to formulate the strategic role of human resource development in view of the growing interest in investing in human resources and competencies, that are considered as one of the most important factors responsible for the organization's competitive advantage. It focuses on analyzing the historical and conceptual dimension of human resources development. It has reached the modern perspective of this function, which is based on training & development, organization development and career development. The study also found that human resource development can play a strategic role in contributing to the formulation of the organization's strategy, participation in change management, training and development programs in strategic management, and ensuring that the training plans are linked to the strategic goals of the organization.
