Résumé: بما أن صناعة الأدوية مجال حيوي يتعلق بالأمن القومي للدولة، سعت الدول إلى التعامل مع الاختراعات المتعلقة بها حسب ما تقتضيه مصالحها الاقتصادية والاجتماعية، وذلك بين مضيق لمجال الحماية وموسع لها، الأمر الذي أضر بحقوق العديد من أصحاب براءات الاختراع الدوائية في الدول التي تقلص أو تستثني الاختراعات الدوائية من مجال الحماية القانونية. الأمر الذي استدعى السعي نحو توفير حماية متكافئة لكافة الناشطين في مجال الاختراعات الدوائية، مثلهم مثل باقي أصحاب براءات الاختراع. This required striving to provide equal protection to all activists in the field of pharmaceutical inventions, like other patent holders.
