السكن الترقوي العمومي كآلية لتنفيذ السياسة السكنية في الجزائر

Résumé: الملخص: استهدفت هذه الدراسة الوقوف على مدى فعالية النصوص القانونية التي تنظم صيغة السكن الترقوي العمومي، الموجه لفئة ذوي الدخل الميسور، والذي تم استحداثه لتوسيع مجال تنفيذ سياسة الإسكان في الجزائر بما يتناسب والوضع الاجتماعي لمختلف شرائح المجتمع. ولقد حرص المشرع على تكريس جملة الشروط القانونية التي تكفل احترام الخصوصيات التقنية التي يتطلبها إنجاز هذا النوع من السكن بما يتماشى والمعايير الدولية للإسكان، سواء فيما يتعلق بالمستفيد، أو الشقة أو البيئة المعمارية للحي السكني. الكلمات المفتاحية: السكن الترقوي العمومي، المقاول العقاري، الحي السكني. Abstract: The aim of this study was to recognize the extent of effectiveness of legal texts that regulate public promotional housing formulas for comfortable class which was updated to extend the range of applying the Algerian housing policy in line with the social situation of different communities. This project created a set of legal terms which take care of technical specifications required for the achievement of this kind of housing going hand in hand with international housing standards, wither it is related to the beneficiary, the apartment, or the architectural environment of the neighborhood.
