Résumé: الملخص: يعرف العالم تهديدات وأزمات متلاحقة منذ إعلان منظمة الصحة العالمية لحالة الطوارئ الدولية في جانفي 2020 أين وجدت الدول نفسها في مواجهة عدو غير مرئي مجهول المعالم يفتك بالأرواح بنسب متفاوتة انها جائحة كورونا والتي كشفت عن العديد من أوجه الإختلال بمنظومة الصحة العالمية تأتي هذه الدراسة لتسلط الضوء على ماهية حوكمة الصحة العالمية والتطورات التي شهدتها من مرحلة المؤتمرات الدولية إلى مرحلة الحوكمة العالمية، هذه الاخيرة التي تفرض جملة من المبادئ لتنسيق الجهود العالمية في مجال الأمن الصحي كما نفصل في محور منفصل ظهور الوباء وتطوره للجائحة وأهم التحديات التي واجهت منظومة حوكمة الصحة العالمية حيث تبحث الورقة عن ما أفرزته الفترة الحالية للجائحة ودراسة الأسباب التي أعاقت التعاون الصحي العالمي إلى جانب صياغة جملة من الآليات التي من شأنها تفعيل منظومة الصحة العالمية. Abstract The world has known successive threats and crises since the World Health Organization declared an international state of emergency in January 2020, where countries found themselves facing an invisible enemy of unknown features that kills lives in varying degrees. It is the Corona pandemic, which revealed many aspects of the imbalance of the global health system. This study comes to shed light on the nature of global health governance and the developments it has witnessed from the stage of international conferences to the stage of global governance, the latter which imposes a set of principles to coordinate global efforts in the field of health security. We also separate in a separate axis the emergence and development of the epidemic of the pandemic and the most important challenges that faced the system Global health governance, where the paper examines what has emerged from the current period of the pandemic and examines the reasons that hindered global health cooperation, in addition to drafting a set of mechanisms that would activate the global health system
