استراتيجيات تفعيل التنمية المحلية في ظل الإصلاحات والدور الجديد للجماعات المحلية بالجزائر Local Development Activation Strategies As Part Of Reforms And The New Role Of The Local Authorities

Résumé: تهدف هذه الدراسة إلى الوقوف على أهم الاستراتيجيات التي اتبعتها الجزائر من أجل تفعيل برامج ومشاريع التنمية المحلية في ظل الاصلاحات التي قامت بها على مستوى الجماعات المحلية وتعزيز مكانتها ودورها التنموي الجديد، وذلك بالقيام بتوسيع مجالات تدخل الجماعات المحلية في التنمية المحلية ببعث قانوني البلدية والولاية الجديدين في سنتي 2011 و2012، والقيام بمجموعة من الإصلاحات على مستوى المالية والجباية المحليتين، وتفعيل التدخلات على مستوى الصندوق المشترك للجماعات المحلية منذ سنة 2014، وهذا كله في ظل البرامج المرافقة والمدعمة للإصلاحات الاقتصادية والمشاريع التنموية الكبرى التي قامت بها الجزائر منذ سنة 2000. This study aims to identify the most important strategies adopted by Algeria to activate programs and local development projects as part of the reforms undertaken by Algeria at the local authorities and strengthening its position and its new role of development , by broadening the areas of involvement of local authorities in local development, by reviving the new laws of the mayor and the wilaya in 2011 and 2012 and by making a series of reforms at financing and local recovery, and activation of interventions at the Common Fund of Local Authorities since 2014. And all this as part of the programs accompanying and supporting the economic reforms and the big projects of development carried out by Algeria since 2000.
