Résumé: ملخص: ساد في المجتمع الدولي خاصة المعاصر إنتهاكات جسيمة خاصة فيما يتعلق بالنزاعات المسلحة الداخلية في الكثير من الدول، وعندما لا تكون الدولة المعنية بالنزاع المسلح غير قادرة على وضع نهاية لهذه الآلام أو تجنبها، فإن فكرة مسؤولية الحماية تتجتوز مبدأ عدم التدخل، وتصبح فكرة السيادة عديمة الأثر مقابل إنتهاكات حقوق الإنسان والقانون الدولي الإنساني، وتحل مسؤولية الحماية حلولا ملزما. Abstract There have been massive violations in the international community, especially in contemporary times, especially with regard to internal armed conflicts in many countries And when the state involved in the armed conflict is not able to put an end to these sufferings or avert them, The idea of the responsibility to protect transcends the principle of non-interference, and the idea of sovereignty becomes ineffective against violations of human rights and international humanitarian law, and the responsibility to protect becomes binding solutions.
