دور إدارة فوائض صادرات المحروقات في تحقيق النمو والتنويع الاقتصادي (تجربة صندوق النفط النرويجي أنموذجا) The Role Of Managing The Surplus Of Oil Exports To Achieving Growth And Economic Diversification - (focus On The Case Of Norway)

Résumé: هدفت هذه الدراسة إلى تحليل دور إدارة فوائض صادرات المحروقات في تحقيق النمو والتنويع الاقتصادي، مع التركيز على حالة النرويج؛ أين اتبعت النرويج نظاما ذو شفافية عالية في استخدام إيرادات صندوق النفط، بحيث استطاعت عزل الإيرادات النفطية عن الاقتصاد المحلي وحمايته من الآثار الناتجة عن وفرة الإيرادات النفطية. توصلت الدراسة إلى أن وفرة الموارد النفطية يمكن أن تكون نعمة أو لعنة (نظرية لعنة الموارد) على الاقتصاد المحلي، وهنا يكون للعوامل المؤسسية والسياسية دور كبير في النجاح أو الفشل في الأداء الاقتصادي. This study aimed to analyze the role of managing the surplus of oil exports to achieving growth and economic diversification -focus on the case of Norway-; Where Norway has followed a system of high transparency in using oil revenues, so it could isolate oil revenues from the local economy and protect it from the effects of abundant oil revenues. The study concluded that the Abundant oil resources can be a boon or curse ( the resource curse theory) for the local economy, where Institutional and political factors play a major role in success or failure in economic performance.
