محاولة تقييم أداء إدارة الموارد البشرية باستخدام بطاقة أداء الموارد البشرية في المؤسسة المينائية جن جن

Résumé: ملخص: تهدف هذه الدراسة إلى محاولة تقييم أداء إدارة الموارد البشرية بطريقة كمية باستخدام نموذج بطاقة أداء الموارد لبشرية باعتبارها أداة حديثة وفعالة مستمدة من نهج بطاقة الأداء المتوازن، تمكن المؤسسة من تحديد مستوى أداء إدارة الموارد البشرية بها، ومدى تحقق الأهداف المسطرة. وقد تم من خلال هذه الدراسة تصميم نموذج لبطاقة أداء الموارد البشرية للمؤسسة المينائية جن جن يتكون من 16 استراتيجية للموارد البشرية و35 مؤشر أداء رئيسي تم توزيعهم وفق أربع أبعاد ( البعد المالي، بعد العملاء، بعد العمليات الداخلية، بعد التعلم والنمو)، وتطبيقه على الأداء الفعلي لإدارة الموارد البشرية بالمؤسسة محل الدراسة مما مكننا من تحديد مستوى أدائها خلال الفترة 2016-2019 حيث قدر بـــ73.76 %سنة 2016، و58.99%سنة 2017، و73.05%سنة 2018، و79.27%سنة 2019. Abstract: This study aims to evaluate the performance of human resources management in a quantitative manner using human resources scorecard model (HRSC) as a modern and effective tool derived from the balanced scorecard (BSC) approach, which enables the organization to determine the level of performance of its human resources management, and the extent to which the established goals are achieved. Through this study, a human resources scorecard model was designed for the Djen Dejn port corporation, consisting of 16 human resources strategies and 35 key performance indicators distributed according to four dimensions (financial, customer, internal operations, learning and growth), and apply it to the performance of the actual human resources management of the organization that we study, which enabled us to determine its performance level during the period 2016-2019, as it was estimated at 73.76 % in 2016, 58.99% in 2017, 73.05% in 2018, and 79.27% in 2019.
