المصادر الثقافية للمتوسطية ومسألة التكامل في المغرب العربي Cultural Resources Of Mediterraneanism And The Arab Maghreb Integration Issue

Résumé: تهدف هذه الورقة البحثية إلى دراسة المصادر الثقافية للفكرة المتوسطية وعلاقتها بإعاقة التكامل في المغرب العربي، على غرار المعوقات التي تطرح بشكل كلاسيكي كمثبطات للتجربة التكاملية لاتحاد المغرب العربي منذ العام 1994؛ تاريخ التجميد الرسمي العمل المؤسساتي للاتحاد. وتركز هذه الدراسة على المشاريع التكاملية المجاورة في حوض المتوسط والتي انطلقت مع مسار برشلونة في العام 1995، وظهرت في شكلها الجديد مع المبادرة الفرنسية في إطار منظمة الاتحاد من أجل المتوسط عَقِب قمة باريس 2008. تتأسس رؤية الباحث في هذه الورقة على منظار مابعد كولونيالي، في محاولة للربط بين إعطاب التكامل في اتحاد المغرب العربي ودور الفكرة المتوسطية المستندة إلى خطاب ثقافي أوربي قديم تحت مُسمّى المركزية الأوربية، أين تبرز المتوسطية كمشروع تكاملي مُزاحم لتجربة اتحاد المغرب العربي والذي يعاني أصلا من استعصاء التكامل نتيجة لمعيقات تنبع من داخل بيئته، أين خَلُص الباحث إلى أنّ المشروع المتوسطي مُمثلا في الاتحاد من أجل المتوسط هو عامل مساهم في إعطاب التكامل في المغرب العربي رغم ما يقدّمه من فرص ومشاريع ذات طابع تنموي في حين أنه يشكل مشروعا مغلفا يكرس التبعية والإعطاب المستديم للتجربة التكاملية لاتحاد المغرب العربي. This research paper aims to study the cultural resources of The Mediterraneanism and its relationship with the integration issue of the Arab Maghreb Union (AMU) regardless the classical constraints of integration in this area which presented traditionally since 1994; the date of the official Institutions deadlock of AMU. This study focuses on the adjacent integration projects in the Mediterranean Basin launched since Barcelona Process in1995, then developed by the French initiative into The Union for Mediterranean (UfM) as a new entity in Paris summit in 2008. In this paper, the researcher vision based on a postcolonial approach in an attempt to build a link between the AMU's disintegration and the role of The Mediterraneanism based on the Eurocentrism as an ancient European cultural discourse where the Mediterraneanism seems as a rival integration project to the AMU. The researcher concluded that although its offered development opportunities via The UfM; the Mediterraneanism contributes in Arab Maghreb Union disintegration and it is covering its real aims which lead to the perpetuation of dependency.
