السلطة الوطنية المستقلة للانتخابات كضمانة قانونية لنزاهة العملية الانتخابية The Independent National Elections Authority As A Legal Guarantee For The Integrity Of The Electoral Process.

Résumé: ملخص : إن العملية الانتخابية هي عملية جد معقدة لا تخلو من المشاكل التي قد تصل إلى درجة التزوير و التلاعب في النتائج و لهذا وجب لإنجاح هذه العملية مشاركة العديد من الفرقاء والمعنيين سواءا الناخبين أو المترشحين بمختلف أطيافهم و توجهاتهم السياسية ،او السلطة المنوط بها السهر على تنظيم العملية الانتخابية في مختلف أطوارها. و تجسيدا لهذا المبدأ فان البرلمان بغرفتيه (مجلس الشعبي الوطني و مجلس الأمة) قد صادق على تعديل القانون الانتخابات من خلال القانون العضوي رقم 19-08 المؤرخ في 14 محرم عام 1441 هجري الموافق لـ 14 سبتمبر سنة 2019 المعدل و المتمم للقانون العضوي رقم 16-10 المؤرخ في 22 ذي القعدة المتعلق بنظام الانتخابات، كما استحث و لأول مرة في تاريخ الجزائر المستقلة سلطة وطنية مستقلة للانتخابات بحسب نص القانون العضوي رقم 19-07 المؤرخ في 14 محرم عام 1441 الموافق ل 14 سبتمبر 2019 .أسندت لها مهمة القيادة الرشيدة و النزيهة للعملية الانتخابية في إطار تجسيد حقيقي للديمقراطية وسلطة الشعب في اختيار ممثليه. الكلمات الدالة : انتخابات - سلطة وطنية مستقلة – ديمقراطية– نزاهة – شفافية Abstract: The electoral process is a very complicated process that is not without problems that may amount to fraud and tampering with the results, and for this the success of this process was necessary for the participation of many parties and stakeholders, whether voters or candidates with different spectrums and political orientations, or the authority entrusted with ensuring the organization of the process.
