مدى تطبيق بطاقة الأداء المتوازن في المؤسسة الجزائرية - دراسة حالة المؤسسة العمومية الجزائرية للمياه– وحدة ورقلة- خلال الفترة )2014/2013

Résumé: تعتبر بطاقة الأداء المتوازن من أحدث أدوات مراقبة التسيير التي تساعد المؤسسة على تحقيق الأهداف والتحكم في أدائها مما يستدعي الإهتمام بها . إن هدف هذا الموضوع هو معرفة مدى تطبيق بطاقة الأداء المتوازن في المؤسسة الجزائرية ،من أجل ذلك حاولنا في هذه الدراسة معالجة الإشكالية التالية "ما مدى تطبيق بطاقة الأداء المتوازن في المؤسسةالجزائرية ؟"،وللإجابة على هذه الإشكالية قمنا بدراسة نظرية وتطبيقية للموضوع بإستخدام بعض الأدوات المستعملة في البحث المتمثلة في المقابلة الشخصية والملاحظة وذلك عن طريق دراسة حالة في المؤسسة العمومية الجزائرية للمياه ولقد توصلنا إلى عدة نتائج منها :إن بطاقة الأداء المتوازن من الأدوات الحديثة القائمة على الجمع بين كل عنصر الأداء الكلي ،ضرورة الإهتمام بتقييم الإستراتيجي للوصول إلى أهداف المراد تحقيقها والتقليل من الفجوة بين الأداء الفعلي والأداء المتوقع . It is the Balanced Scorecard of the latest management control tools that help your organization to achieve the goals and control the performance of which requires attention, that the goal of this subject is to know the extent of the application of balanced performance in the Algerian organization card, in order that we tried in this study to address the following problem "What the extent of the application of balanced performance in the Algerian institution card? "To answer this problem we studied the theory and applied to the subject using some of the tools used in the search of a personal interview and observation through the case in the Algerian public institution water study and have reached several conclusions, including: The Card Balanced performance of modern tools based on a combination of each element of the overall performance, need to focus on the strategic assessment to reach the goals to be achieved and to reduce the gap between actual performance and expected performance.
