دور الحكومة الألمانية في إدارة أزمة المهاجرين السوريين The Role Of The German Government In The Management Of The Crisis Of The Syrian Immigrants

Résumé: لقد أدى الصراع السوري وما نتج عنه من تداعيات على كافة الأصعدة إلى هجرة ونزوح الآلاف من السكان، الأمر الذي خلق أزمة انعكست آثارها على الدول وجعلتهم أمام اختبار صعب، وتعتبر ألمانيا من بين الدول التي تأثرت بهذه الأزمة، خصوصا بإتباعها سياسة الباب المفتوح أمام المهاجرين السوريين، ما أدى إلى تضاعف أعداد الوافدين إليها نظرا للإجراءات التسهيلية التي اتبعتها الحكومة الألمانية، وفي خضم ذلك ظهرت وتباينت المواقف داخل المجتمع الألماني بين المرحب والرافض لسياسة المستشارة الألمانية أنجيلا ميركل. تهدف هذه الورقة لتحليل وتفسير دور ألمانيا في إدارة أزمة المهاجرين السوريين من خلال الإجراءات والإصلاحات التي تبنتها الحكومة الألمانية والدوافع والخلفيات التي تقف وراء ذلك. لقد نجحت المقاربة الألمانية نوعا ما في إدارتها لازمة المهاجرين السوريين من خلال تسهيل عملية الوصول لألمانيا، ولكن ذلك كان بدافع اقتصادي أكثر منه لاعتبارات إنسانية. The Syrian conflict and its repercussions at every level, in particular as regards the migrations and the travels of thousands of people, what caused a crisis which echoed on the effects on countries and made it the difficult test. Germany is a part country affected by this problem. Crisis of the Syrian immigrants, which led to a doubling of the number of arrivals thanks to the procedures of facilitation followed by the German government. In the middle of it, various positions within the German company appeared between the welcome and the rejection of the politics of the German chancellor Angela Merkel. The purpose of this paper has for objective to analyze and to explain the role of Germany in the management of the crisis of the Syrian immigrants through the procedures and the reforms adopted by the German government, as well as the motivations and the context of this one. The German approach a little managed to manage the problem of the Syrian immigrants by facilitating the access to Germany, but it is more motivated by economic considerations than by humanitarian considerations.
