الإدارة الالكترونية وعصرنة الخدمة العمومية: خيار تكنولوجي استراتيجي للإصلاح الإداري.

Résumé: يكتسي موضوع الإدارة الالكترونية وعلاقته بالخدمة العامة أهمية بالغة، انطلاقا من كون التحول نحو الخدمة العامة الالكترونية هو أساس ترشيدها، وتحسينها، بما يؤسس لتطوير نظام إدارة الحكم والشؤون العامة في سياق تقديم خدمات عمومية تتسم بالكفاءة والفعالية والرضا من قبل المواطنين، سعت مختلف الإدارات والمؤسسات العمومية إلى التخلص من الأساليب التقليدية المعتمدة في تقديم الخدمات، وبروز نمط الإدارة الإلكترونية، هذا الأخير الذي يتمتع بتأثير كبير داخل المرافق العمومية وعلى نوعية خدماتها المقدمة لجمهور المواطنين، وذلك من خلال الانتقال من الشكل التقليدي البيروقراطي في تقديم الخدمة إلى الشكل الإلكتروني القائم على السرعة والشفافية والموضوعية في استفادة الزبون من الخدمات العامة، حيث توصلنا في الأخير إلى التأكيد أن الإدارة العامة بحاجة إلى إصلاح عميق يشمل جميع مكوناتها، بدءا بالقوانين المنظمة لها وصولا إلى تقديم خدمة عمومية جيدة للمواطن، تم الشروع في وضع عدة آليات لتطوير الإدارة وتكييفها مع التقدم التكنولوجي. Abstract : The issue of electronic management and its relationship to the public service is extremely important, starting from the fact that the shift towards the electronic public service is the basis for rationalizing and improving it, so as to establish the development of a system of governance and public affairs in the context of providing efficient, effective and satisfied public services by citizens, various public departments and institutions have sought To get rid of the traditional methods adopted in the provision of services, and the emergence of the e-management style, the latter, which has a significant impact within public facilities and the quality of its services provided to the public of citizens, by moving from the traditional bureaucratic form of service provision to the electronic form based on speed, transparency and objectivity The customer benefits from public services. As we finally came to the conclusion that the public administration needs a deep reform that includes all its components, starting with the laws that regulate it and ending with providing a good public service to the citizen. Several mechanisms have been initiated to develop the administration and adapt it to technological progress.
