Résumé: ملخص: تهدف هذه الورقة البحثية إلى معرفة متطلبات تطبيق الإدارة الإلكترونية باعتبارها محركا رئيسيا لتحقيق التقدم والتنمية في العصر الرقمي الحديث، فمع تطور التكنولوجيا والمعلومات أصبح من الضروري فهم العوامل التي تسهم في نجاح التحول نحو الإدارة الإلكترونية وتطبيقها بفعالية في المؤسسات المختلفة ، توصلت الدراسة إلى أن تطبيق الإدارة الإلكترونية يتطلب توفير بنية تحتية تكنولوجية قوية تدريب الموظفين يشكل مستمر على استخدام التكنولوجيا الحديثة، وتبني سياسات وإجراءات تنظيمية تدعم التحول الرقمي. كما توصي الدراسة بضرورة وضع سياسات داعمة للتحول نحو الإدارة الالكترونية، وتوفير البنية التحتية المناسبة من خلال وضع استراتيجيات متكاملة ومبتكرة وضمان توفر الأجهزة والبرمجيات اللازمة، كما يجب على المؤسسات تنفيذ برامج تدريبية منتظمة للموظفين لتطوير مهاراتهم التكنولوجية. Abstract: This research paper aims to identify the requirements for implementing electronic management as a key driver for achieving progress and development in the modern digital age. With the advancement of technology and information, it has become essential to understand the factors that contribute to the successful transition to electronic management and its effective application in various institutions. The study found that implementing electronic management requires the provision of a strong technological infrastructure, continuous training for employees on the use of modern technology, and the adoption of policies and regulatory procedures that support digital transformation. The study also recommends the necessity of establishing supportive policies for the transition to electronic management and providing the appropriate infrastructure through the development of integrated and innovative strategies, ensuring the availability of necessary devices and software. Additionally, institutions should implement regular training programs for employees to develop their technological skills
