فاعلية إدارة الوقت في تسيير الموارد البشرية بالإدارة المحلية في الجزائر

Résumé: الملخص: يعتبر الأفراد أحد أهم العناصر التي تقوم عليها المنظمة، خاصة في ظل تفاعلهم مع مجموعة من المتغيرات الأخرى، سواء تعلق الأمر بالبيئة الداخلية أو البيئة الخارجية، هذه التفاعلات تحكمها أنظمة للتسيير تقوم أساسا على الإقتصاد في الوقت والجهد، خاصة في ظل التطور التكنولوجي الكبير الذي تشهده الساحة العالمية. ولمواكبة هذه التطورات وجب إقامة تصور متكامل لإدارة الوقت وربط هذه العملية بإدارة وتسيير الموارد البشرية في الإدارة المحلية بغرض زيادة الفاعلية الإنتاجية، أو الخدماتية، فالإهتمام بالوقت في العملية الإدارية سيمكن من الوصول إلى حسن إستخدام وإدارة الموارد البشرية والمالية بالإدارة المحلية. Abstract : Individuals are considered one of the most important elements on which the organization is based, especially in light of their interaction with a group of other variables, whether it comes to the internal environment or the external environment, these interactions are governed by management systems that are mainly based on the economy in time and effort, especially in light of the great technological development witnessed The worldstage. In order to keep pace with these developments, an integrated concept of time management must be developed and link this process to human resource management in local administration in order to increase efficiency or services, with attention to time in the administrative process that allows drawing and the use of human and financial resources in local management.
