التعاون الدولي في استرداد عائدات الفساد

Résumé: يعد التعاون الدولي في المجال الجزائي أحد أهم مقومات النظام الدولي، يرتبط بمكافحة بعض الظواهر الإجرامية الخطيرة التي يتجاوز مداها حدود الدولة الواحدة، منها ظاهرة الفساد التي تعد من أهم المعضلات الأمنية التي أضحت تواجه دول العالم ككل بفضل ارتباطها بأنماط إجرامية أخرى. وبالتالي فإن مكافحة الفساد والوقاية منه تستدعي تكافل الدول فيما بينها، خاصة في مجال قطع الطريق بين مرتكبي الأنشطة الإجرامية التي تدخل في سياقه والغرض الرئيسي الذي دفعهم إلى ذلك والمتمثل في تحقيق الربح. ويكون ذلك بإيجاد السبل التي تمكن من استرداد عائدات الفساد بصرف النظر عن مكان وجودها. The International cooperation in the penal field is one of the important factors of the international system, linked to fighting some serious criminal phenomena which exceed the country borders, including the phenomenon of corruption, which is considered one of the most important security dilemmas that is facing all the countries and other types of crimes too. consequently, preventing and fighting corruption requires a cooperation of countries to make obstacles to perpetrators of crimes activities and the main purpose which is achieving a profit and this is done by finding ways or methods which lead to recover the proceeds of corruption, regardless of their location.
