السياسات التعليمية في الدول العربية بين قيود التمويل واستراتيجيات الإصلاح والتطوير

Résumé: يعد تمويل السياسات التعليمية في الدول العربية من أهم المشاكل التي تعرقل تحقق أهدافها، حيث تصطدم الأهداف المسطرة التي تتطلع الحكومات لتحقيقها مع ما هو متاح ومحدود في الموازنة العامة للعملية التعليمية، وعلى هذا الأساس لا يمكن تحقق جودة عالية ومتميزة في الخدمات التعليمية ما دامت فرص التمويل قاصرة ومنعدمة، ومن هذا المنطلق نحاول في هذه الورقة البحثية دراسة وتحليل موضوع تمويل السياسات التعليمية في الدول العربية، مع التطرق إلى أهم العراقيل والمشاكل التي حالت دون تحقيق أهداف السياسات التعليمية في بعض الدول العربية، ومع الإشارة إلى أهم التحديات التمويلية والإستراتيجيات المتبعة والبدائل المتبعة. وأهم النتائج التي توصلت إليها الدراسة هي لا بد من العمل على زيادة الموارد المخصصة لتمويل السياسات التعليمية من خلال تحسين كفاءة الإنفاق العمومي المخصص للتعليم وتحقيق نظام كفء لتوزيع الموارد، وترشيد مجانية التعليم المتاح للجميع الطبقات، وكذا توزيع الموارد المالية بشكل عادل وكفء. Abstract: The financing of educational policies in the Arab countries is one of the most important problems that hinder the achievement of its objectives. The government's goals are aimed at achieving the available and limited budget of the educational process. Therefore, high quality and excellence in educational services can not be achieved as long as funding opportunities In this paper, we attempt to study and analyze the issue of funding educational policies in the Arab countries, while addressing the most important obstacles and problems that prevented the achievement of the objectives of educational policies in some Arab countries, and with reference to the most important challenges Muelah and strategies and alternatives followed. The main findings of the study are to increase the resources allocated to finance educational policies by improving the efficiency of public expenditure on education, achieving an efficient allocation system, rationalizing free education for all classes and distributing financial resources in a fair and efficient manner
