التأصيل النظري لعمليات تبييض الأموال

Résumé: تعتبر ظاهرة غسيل الأموال من الظواهر الاقتصادية الخطيرة التي تواجه العديد من دول العالم، لما لها من آثار اقتصادية واجتماعية وسياسية خطيرة على الدولة وعلى مكانتها في الأسرة الدولية، وقد ساعد على انتشار هذه الظاهرة سهولة انتقال رؤوس الأموال عبر الدول المختلفة، في ظل تحرير التجارة الدولية، مما آل إلى تزايد حركة تداول أموال المنظمات الإجرامية على المستوى المحلي والدولي وذلك بهدف إضفاء الشرعية على الأموال التي تم الحصول عليها بطريقة غير مشروعة لتبدو كما لو أنها أموال نظيفة. ولمواجهة هذه الظاهرة لجأت غالبية دول العالم إلى وضع تشريعات تمنع هذه العمليات، ودعم التعاون والتنسيق بين المؤسسات المالية والمصرفية والتشريعية والأجهزة الأمنية فيما بينها، وغيرها من الأساليب الحديثة لكشف محاولات غسيل الأموال والإبلاغ عنها. Money laundering is a serious phenomenon faced by many countries in the world.It would effect economic, social and political state of that countries,and their position among the international community.The ease movement of capital across different countries has helped the wide spread of this phenomenon, and in the light of international trade liberalisation, which appeal the growing movement of criminal organisations of traders at both local and international level, what would legitimize the money obtained illegally in order to look clean. And to confront this phenomenon the majority of countries in the world developed legislation to prevent these actions, and supported cooperation and coordination among financial institutions and banks, legislatives and security services among their posts , and other modern methods to discover any attempts of money laundering.
