"أثر تطور القطاع المالي على التشغيل في الجزائر دراسة تحليلية خلال الفترة 1980-2017 "

Résumé: "دفعت مكانة وأهمية القطاع المالي في الاقتصاد الباحثين إلى الاهتمام أكثر بالدور الذي يمكن أن يؤديه هذا القطاع في تعزيز معدلات البطالة ونسبة التشغيل, في ظل موجة التحرر الاقتصادي والمالي التي شهدها الاقتصاد العالمي منذ أواخر السبعينات, وفي إطار ذلك تهدف هذه الدراسة إلى الإجابة عن الإشكالية الرئيسة حول كيف يؤثر تطور القطاع المالي على التشغيل في الجزائر, ودور سياسة التشغيل التي اتبعتها الجزائر في تطوير قطاعها المالي وتحقيق التشغيل التام, وهذا من خلال التطرق إلى التحليل النظري للقطاع المالي وأثره على التشغيل وتحديد المتطلبات الرئيسة اللازمة لنجاح تطبيق هذه السياسة في الجزائر, مع الدراسة الرئيسية للقطاع المالي في الجزائر وقياس طبيعة هذا الأثر على التشغيل في الجزائر باستخدام الأشكال البيانية. ولقد تم التوصل من خلال هذه الدراسة إلى أن الزيادة في نسبة القروض الموجهة للقطاع الخاص سوف تؤدي حتما إلى التخفيض من معدل البطالة, لأن الرفع من نسبة القروض الموجهة للقطاع الخاص سوف يؤدي إلى إنشاء مؤسسات خاصة, وهذا بدوره له أثر ايجابي على سياسة التشغيل في الجزائر. ""The position and importance of the financial sector in the economy has prompted researchers to pay more attention to the role that this sector can play in enhancing economic growth rates in the shadow of the wave of economic and financial liberalization that the global economy has witnessed since the late seventies.In this context, this study aims to answer the main problem of how the development of the financial sector affects employment in Algeria, and the role of the employment policy adopted by Algeria in the extension of its financial sector and achieving full employment ;This is by addressing the theoretical analysis of the financial sector and its impact on employment and identifying the main requirements of the crisis for the successful implementation of this policy in developing countries, along with analyzing the main indicators of the financial sector in Algeria and measuring the nature of this impact on employment in Algeria using statistical selection. In light of what has been reached, a strategy has been proposed to develop the financial sector and employment in Algeria, which includes three basic elements represented in providing the institutional environment.
