دور المجتمع المدني في تفعيل عملية إعادة إدماج المساجين The Role Of Civil Society In Activating The Prisoner Reintegration ‎process

Résumé: عملت الجزائر منذ استقلالها على تكريس المبادئ الأساسية لحقوق الإنسان احترام الكرامة البشرية وتجريد ‏العفوية من كل عنف بدني أو معنوي عبر تشريعاتها الرسمية وعلى رأسها الدستور وقانون تنظيم السجون الذي اعتمد ‏هذا الأخير على المبادئ العالمية الحديثة في مجال معاملة المساجين التي أقرتها هيئة الأمم المتحدة المنعقدة بجنيف يوم ‏‏30 أوت 1955 التي أضفت بعدا إنسانيا على نشاط الإدارة العقابية وجعلت من السجن أداة إصلاح وعلاج في ‏إطار احترام الحقوق الأساسية المسجون، وعلى إثر هذه الرعاية اللاحقة لإعادة إدماج الاجتماعي للمحبوسين ‏تضطلع هيئات الدولة ويساهم فيها المجتمع المدني على التكفل بفئة المحبوسين ومساعدتهم على الإدماج عن طريقة ‏جمعيات وطنية الغرض هو التدخل الإيجابي في تطوير المنظومة السجينة.‏ Since its independence, Algeria has worked to perpetuate the basic ‎principles of human rights, respect for human dignity, and strip punishment ‎of all physical or moral violence through its official legislation, foremost of ‎which is the constitution and the prison regulation law, the latter of which ‎relied on modern international principles in the field of treatment of ‎prisoners approved by the United Nations. The United Nations convened in ‎Geneva on August 30, 1955, which added a human dimension to the activity ‎of the punitive administration and made prison a tool of reform and ‎treatment within the framework of respecting the basic rights of prisoners. ‎As a result of this post-care for the social reintegration of prisoners, state ‎agencies, and civil society contributes to them, undertake to take care of the ‎prisoners' welfare and help them reintegrate through national associations ‎and positively intervene in the development of the prison system.‎
