Résumé: يرتبط معنى المواطنة بالفرد وارتباط هذا الأخير بالوطن في كل أبعاده الرمزية والمادية، ولا يمكن أن يستقل الفرد عن الوطن، رغم أنه يستطيع أن يتجاوز حدود الوطن الضيقة ليصبح مواطنا عالميا بل وكونيا، ولا يمكن أن نصل إلى هذا البعد السامي للمواطنة إلا إذا استطعنا أن نخلق فضاء عموميا تتراجع فيه كل المحددات الضيقة لصالح المحددات العالمية، ومن منطلق أن الفرد يوجد أولا في حدود دولته، تتكون لديه علاقات وارتباطات جد وثيقة بهذا الوطن أو ذاك، هذه العلاقات والارتباطات تكونها انتماءاته الدينية واللغوية والتاريخية وحتى الجغرافية، وهي المحددات التي تتجلى فيها قدرة الفرد على ممارسة مواطنيته. ولكن من بين المنطلقات التي تحدد مفهوم المواطنة وممارستها الفعلية نجد المنطلقات الدينية والسياسية، فالدين لا ينظر إلى المواطنة نظرة ضيقة تنحصر في حدود الوطن الجغرافية، أو رموز كالعلم أو النشيد، بل إنه يؤمن بالعالمية والإنسانية والكونية، مما يرشح الدين لأن يكون أحد المنطلقات في التأسيس للمواطن العالمي، في حين هناك من يرى أن المواطنة تنحصر في حدود الانتماء السياسي والجغرافي، وبالتالي فإن السعي للوصول إلى مواطنة عالمية معناه ممارسة العنف والقوة من الإنسان ضد الإنسان، فلا بد من الإيمان بالتعدد والتنوع الثقافي والهوياتي والحضاري ومن ثمة السياسي. Abstract: The meaning of citizenship is linked to the individual, which in turn is linked to the homeland in all its dimensions, The individual cannot be detached from the homeland. Although he can exceed the borders of the homeland to become a global citizen. We cannot be able to reach this noble dimension of citizenship unless we were able to create a public space where all determinants narrow down in favor of global determinants. Among starting points that determine the concept of citizenship and the actual practice is religious and political perspectives. Citizenship is not seen as a narrow view by religion, which is limited to the geographical borders of the homeland, symbols such as flag, or national anthem, but it believes in universality, Humanity and cosmic. Hence, religion can be starting points in the foundation of the global citizen. Whereas there are those who believe that citizenship is limited to the boundaries of political and geographical affiliation. Thus, the quest to reach a global citizen means the practice of violence and force of human against human. We must believe in multiculturalism, cultural and political.
