Résumé: تحاول ورقتنا البحثية هذه تحليل مرحلة التحولات الديمقراطية التي تعرفها منطقة المغرب العربي والشرق الأوسط من خلال بعض النظريات التحليلية لمراحل الديمقراطية وفق عدة قراء، ومنها مسار الانتقال والإصلاح في بعض دول المغرب العربي أولها تونس، المغرب والجزائر، لتركز الورقة على ديناميكيات التحول في ليبيا التي لم تستطع لحد الساعة تحقيق الانتقال الديمقراطي الذي لا يقتصر على مجرد تنظيم انتخابات والإشراف عنها والمشاركة الشعبية فيها ، وإنما توفر مجموعة كبيرة من الشروط اللازمة لإحداث التغيير، منطلقين من إشكالية كيفية التمكن من تحقيق انتقال ديمقراطي في الدول العربية وبالأخص ليبيا كدراسة حالة، خاصة أن ما يحدث في هذه الدولة يؤثر على دول الجوار بالأخص الجزائر وتونس.، خلصت الدراسة الى مجموعة من النتائج التي تفتح المجال للبحث والتحليل من بينها العلاقة بين الانتخابات وانشاء نظام ديمقراطي، وكذا العلاقة بين الإرث السلطوي والعنف في الدول العربية. Abstract Our research paper attempts to analyses the democratic transition phase of the Maghreb region and the Middle East, where we used analytical theories of the stages of democratic transition according to several readings transition process and reform beginning from in Tunisia, Morocco, Algeria and Libya wich had not been able to secure the success of the process of democratic transition. Although the political process in Libya faces some challenges, it is witnessing progress towards a democratic transition, that's why the organization of elections represent an important milestone in the country's ongoing democratic transition, and the consolidation of internal stability. The study concluded with a set of results, like the relationship between elections and the establishment of a democratic system, as well as the relationship between the legacy of Authoritarianism and violence in Arab countries.
