جهود حماية الطفل من التحرش الجنسي بين الواقع والمأمول

Résumé: إن التحرش الجنسي بالأطفال وإن كان ظاهرة قديمة ضاربة في التاريخ، إلا أنه بات يشكل مشكلة كبيرة للمجتمعات المدنية الحديثة، لتفاقمه الملحوظ وانتشاره العالمي الواسع ولمساسه بالطفل الذي هو نصف الحاضر وكل المستقبل. وأمام هذه الظاهرة الخطيرة والمتفاقمة دق المجتمع العالمي الحديث ناقوس الخطر، وكثف مساعيه لمواجهتها وحماية الطفل من شرها، وقد حاولنا الإسهام في حل هذه المشكلة فتناولنا بالبحث جهود مواجهة التحرش الجنسي بالأطفال من حيث الواقع والمأمول، فبيّنا الجهود الأممية التي تم بذلها لمواجهة التحرش الجنسي بالأطفال في مبحث أول ثم أبنّا عن الجهود المأمولة لمواجهة هذه المشكلة في مبحث ثان. واستخلصنا أن جهودا تشريعية وتنفيذية كبيرة بذلت في سبيل ذلك، إلا أنها تظل جهودا ترقيعية لا ترقى لمعالجة المشكلة من جذورها، كما أنها في كثير من الأحيان لا تجد طريقها إلى أرض الواقع، لعدم وجود الإرادة السياسية الجادة لتنفيذها أو لعدم كفاءة المورد البشري المسخّر لتنفيذها، وتجاوزا لكل هذه التحديات رأينا ضرورة تخلي هذه الحضارة عن هوسها الجنسي الذي بات أكبر ضحاياه هو الطفل و المرأة، و ذلك من خلال توافق عالمي على حجب المواد الإباحية وإعادة قيم الاحتشام و العفاف، و تأطير العملية الجنسية في نماذج تلبي الحاجة الفطرية ولا تضر بالفرد و لا المجتمع. Although sexual harassment of children is an ancient phenomenon in history, it has become a major problem for modern civil societies due to its remarkable exacerbation, its wide global spread, and its impact on the child, who is half of the present and all of the future. In the face of this dangerous and aggravating phenomenon, the modern global community has sounded the alarm and intensified its efforts to confront it and protect the child from its evil. First, then, we will discuss the hoped-for efforts to confront this problem in a second topic. We concluded that great legislative and executive efforts have been made in this regard, but they remain patchwork efforts that do not rise to addressing the problem from its roots, and in many cases they do not find their way to the ground, due to the lack of serious political will to implement them or the inefficiency of the human resource devoted to their implementation. In order to overcome all these challenges, we saw the need for this civilization to abandon its sexual obsession, whose biggest victims have become the child and the woman, through a global consensus on blocking pornography, restoring the values of modesty and chastity, and framing the sexual process in models that meet the innate need and do not harm the individual and not the community.
