Résumé: الملخص: إنتشار الحروب و الصراعات فرض على المجتمع الدولي مبرر التدخل لغرض حماية حقوق الإنسان و تقديم المساعدة الإنسانية ، خاصة بعد إنشاء اللجنة الخاصة بالتدخل و سيادة الدول و التي وضعت تقريرها في عام 2001 ، إنتهت به إلى إقرار مبدأ مسؤولية الحماية الذي يعد فكرة متطورة لمفهوم التدخل الإنساني . Abstract : The spread of wars and conflicts imposed on the international community the justification for intervention for the purpose of protecting human rights and providing humanitarian assistance, especially after the establishment of the Committee on Intervention and State Sovereignty, which prepared its report in 2001, which ended with the adoption of the principle of the responsibility to protect, which is an advanced idea for the concept of humanitarian intervention .
