نحو بناء نظام بيئي داعم للمؤسسات الناشئة في الجزائر: دروس مستفادة من التجربة السنغافورية

Résumé: تهدف هذه الدراسة ابراز الخصائص الرئيسية للنظام البيئي للمؤسسات الناشئة في سنغافورة. وعوامل نجاحه بالإضافة إلى استخلاص دروس وتوصيات مفيدة للنهوض بالنظام البيئي للمؤسسات الناشئة في الجزائر. وباستخدام المنهج الوصفي والتحليلي، خلصت هذه الدراسة إلى أن سنغافورة تعتبر أرضًا خصبة للمؤسسات الناشئة. وبصرف النظر عن الضرائب المواتية، والبنية التحتية، وسهولة ممارسة الأعمال التجارية، فإن العناصر الحاسمة في نظامها البيئي تشمل المنح الحكومية للمؤسسات الناشئة وحجم رأس المال الاستثماري. وقدمت الدراسة جملة من التوصيات تساعد على بناء نظام بيئي داعم للمؤسسات الناشئة في الجزائر أهمها: دعم المزيد من رأس المال الاستثماري، توفير معاملة ضريبية تفضيلية للمستثمرين، تسهيل ممارسة الأعمال التجارية، تطوير الأنظمة والقوانين لمواكبة الابتكار، تطوير واستقطاب المواهب التقنية وتعزيز دور الجامعات ومراكز البحث. This study aims to highlight the main characteristics of the startup ecosystem in Singapore. And the factors for its success, in addition to drawing useful lessons and recommendations to advance the startup ecosystem in Algeria. Using a descriptive and analytical approach, this study concluded that Singapore is a fertile ground for startups. Aside from favorable taxation, infrastructure, and ease of doing business, critical elements of its ecosystem include government grants for startups and the volume of venture capital. The study presented a number of recommendations that help to build a supportive ecosystem for startups in Algeria, the most important of which are: supporting more investment capital, providing preferential tax treatment for investors, facilitating doing business, developing regulations and laws to keep pace with innovation, developing and attracting technical talent, and enhancing the role of universities and centers search
