المواطنة البيئية كمدخل لتحقيق التنمية المستدامة

Résumé: انطلاقا من فكرة أنّ الإنسان وصي على البيئة وليس ما لكا لها،أي أّنه من تقع عليه مسؤولية الحفاظ عليها على الموارد البيئية وليس له حقّ هدرها واستنزافها بشكل عشوائي،هذا من جهة ومن جهة أخرى أخذا بفكرة الحقّ في البيئة السليمة صنّف كواحد من أهمّ حقوق الجيل الثالث لحقوق الإنسان،بالإضافة إلى حتمية إعادة التوازن إلى البيئة في ظلّ العبء الّذي تفاقمت معدّلاته أمام الارتفاع المتزايد لمعدّلات الطلب على الموارد، حيث أصبحت هذه مسؤولية جماعية للمجتمع الدولي بأسره،الأمر طرح فكرة المواطنة البيئية ببعدها الوطني والدولي،والقاضية باستحضار البعد البيئي في جميع السياسات التنموية بشكل يعزز المسؤولية البيئية، وتطوير الوعي البيئي للأفراد عن طريق التأهيل البيئي ونشر الثقافة البيئية لتتحقق المعرفة بمخاطر التدهور البيئي. Man is vicient on the environment and not the owner,he is in charge of protecting environmental sources and not wasting or abusing them randomly. Yet,the concept of healthy environment has been classified as one of the most important right of third generation for human rights. In addition to,the necessity to regain the balance in the environment as the burden that its rates increased in front of the increasing rates in demand of sources. In a way that,this necessity became a shared responsibility for the whole international community. The thing that gave birth to the world citizenship with its national and international extent,which requires the environmental cocern in all investing policies in a way that enhances environmental responsibility. And environmental conscious for individuals through environmental qualification,and the spread of environmental culture to highlight the awareness for decline of environment.
