الحكام العامون في الجزائر : نحو شرعنة القوانين الاستعمارية الفرنسية ( 1881-1891) The Governors-general In Algeria: Towards The Legalization Of French Colonial Laws (18814-1891)

Résumé: تحاول هذه الدراسة تتبع السيرة الذاتية للحاكم العام الفرنسي بالجزائر لويس تيرمان، و الذي يعتبر مهندس سياسة الحكم المدني بالجزائر خلال فترة الجمهورية الفرنسية الثالثة. ففي عهد تيرمان تصاعد ت فكرة الجزائر فرنسية، و بروز شعار جزائر جزائرية من منظور كولونيالي . إن نص التأبين الذي حرره الموظف الإداري بعمالة قسنطينة روبير أشيل(Achille,Robert) حول السيرة الذاتية لتيرمان والتي جاءت بعيدة نوع ما عن تاريخ وفاته بنحو عشر سنوات في اطار تأبين من نوع خاص، ندرك قيمة أعمال هذا الرجل، حيث أبرز الخبرات و الإنجازات السياسيـة و الإدارية لهذا الحاكم في تسيير شؤون المستعمرة الجزائرية بمقتضى صدور طائل من المراسيم و القرارات التي أقرها طيلة العشر سنوات من حكمه. حاصل الأمر أن الإنجازات المقدمة من طرف هذا الحاكم جاءت ملخصة في نص التأبينة ، من وجهة نظر مستوطن فرنسي.إذ ركز هذا المستوطن الفرنسي على محطات أساسية ضمن الإنجازات في سياق التشريعات الإستعمارية الكبرى لتيرمان. .This study aims to trace the biography of the French governor-general in Algeria, Louis Tirman, regarded as the architect of civil governance policy in Algeria during the French Third Republic. Under Tirman's administration, the idea of "French Algeria" gained prominence, along with the emergence of the slogan "Algerian Algeria" from a colonial perspective. The eulogy written by Robert Achille, an administrator from the Constantine prefecture, approximately ten years after Tirman's death as part of a special tribute, highlights the significance of this man's work. The text underscores Tirman's political and administrative expertise and accomplishments in managing the affairs of the Algerian colony, through the promulgation of numerous decrees and decisions during his ten years of governance. Ultimately, Tirman's achievements are summarized in this eulogy from the perspective of a French settler. The settler focused on key milestones of colonial accomplishments within the context of the major colonial legislations initiated by Tirman.
