البترول في الدول الإفريقية: بين فرصة التنمية و نقمة التبعية و التخلف

Résumé: سنحاول من خلال هذه الدراسة توضيح إن كان البترول في إفريقيا فرصة للتنمية أو نقمة تجبر دولها على البقاء في حلقة مفرغة من التبعية و التخلف، حيث سنقوم أولا باستعراض دور البترول في تحقيق التنمية الاقتصادية إفريقيا من خلال توضيح و إبراز أهمية البترول في تحقيق الوثبة و الانطلاقة التنموية لدول القارة . نقوم بعد ذلك بتحليل أهم الأسباب التي تجعل من البترول الإفريقي نقمة و حافز للتخلف و التبعية و هذا بتبيان مجموعة من العوامل الدافعة إلى تحوّل البترول لعامل معرقل للتنمية و مزعزع للاستقرار في الدول الإفريقية، كغياب الحكم الراشد و سوء التسيير، بالإضافة إلى إشكالية توزيع و إعادة توزيع العائدات البترولية، و احتكارها من قبل أقلية. في الختام تمّ التطرق إلى أهم الحلول و الطرق لدرء لعنة البترول الإفريقي، باعتماد توزيع أكثر عدالة للدخل القومي لتفادي تفكك للدولة، و المحافظة على الاستقرار المساعد على تحقيق التنمية الاقتصادية Abstract: In this study, we will try to determine whether petroleum in Africa is an opportunity for development or a curse that forces its countries to enter into a vicious cycle of dependency and underdevelopment on the African continent. First, we analyze the most important reasons why the African petroleum has become a curse, and a catalyst for underdevelopment and dependency, which results in a set of factors leading to the transformation of petroleum into elements of destabilization of African countries that are led by the distribution of petroleum revenues and their monopoly by a minority. In conclusion, the most important solutions to prevent the curse of African petroleum must be adopted using a more equitable distribution of national income, in order to avoid the disintegration of the State, and maintain propitious stability to economic development.
