Résumé: مستخلص: تحاول الحكومة تنويع مصادر الدخل عن طريق خلق قطاع اقتصادي قادر على تحقيق الثروة وذلك باستعمال أدوات السياسة النقدية وآليات النظام المالي التي تمكن من إيجاد أدوات وأسباب نجاح التحفيز الاقتصادية لأحد أهم أجزاء هذا القطاع وهي المؤسسات الناشئة المبتكرة التي لها اختلافات عن المؤسسات القائمة، ومميزات لأصحابها تساعد في تفادي التحديات المالية. حيث تهدف الدراسة إلى تحديد مفهوم المؤسسة الناشئة بطريقة دقيقة، وكيف يمكن من خلالها تحقيق تقدم اقتصادي وكذا محاولة الاستنتاج من الواقع كيفية استفادة المؤسسات الناشئة من الامتيازات المقدمة لها والاستفادة من خصائصها لتحقيق النجاح. وتطرقت في هذه الدراسة إلى مختلف الجوانب التي تربط بين المؤسسات الناشئة والدعم الاقتصادي، ومن تم طرح الإشكالية الرئيسية وهي ما مدى أحقية المؤسسات الناشئة للتحفيز الاقتصادي؟ وبهدف معالجة موضوع البحث استخدمت المنهج الوصفي بالنسبة للجزء النظري من خلال ما تم استخلاصه من الدراسات، الكتب، المقالات العلمية، أما الجزء التطبيقي فقد استخدمت فيه المنهج التحليلي، حيث تمت المعالجة باستخدام الاستبيان والذي تم تحليله بالاعتماد على برنامج(SPSS25). وتوصلت الدراسة إلى انه كلما تم تخفيض معدل الفائدة زادت الاستثمارات الحقيقية، مما يزيد الانتعاش الاقتصادي والذي يوسع الوعاء الضريبي، كما أن خصائص مسيري المؤسسات الناشئة هي العامل المحدد للاستفادة من التحفيز على خلاف المؤسسات الأخرى التي لم يظهر عليها نتيجة بالرغم من التحفيزات المقدمة لها. Abstract: The government is trying to diversify sources of income by creating an economic sector capable of achieving wealth by using monetary policy tools and financial system mechanisms that enable finding tools and reasons for the success of economic stimulus to one of the most important parts of this sector, which is the Startups enterprises that have differences from the existing institutions, and the advantages of For owners help in avoiding financial challenges. The study aims to define the concept of a Startups enterprises in a precise way, How can economic be achieved through it, And trying to figure out how Startups enterprises could benefit from the concessions offered to them, Making use of their characteristics to achieve success. In this study, she addressed various aspects linking Startups enterprises and economic recovery, And from this, the main problem was raised, which is to what extent startups enterprises are eligible for economic recovery? And with a view to addressing the subject of research, I have used the descriptive approach to the theoretical part through what's been learned from studies, books, scientific articles. The application part used the analytical approach, where treatment was done using the questionnaire, which was analyzed based on the program (SPSS25). The study found that the lower the interest rate, the greater the real investment, This increases economic recovery and expands the tax base, The characteristics of the managers of start-up enterprises are also the determinant of the use of stimulus, unlike other institutions, which, despite the incentives offered, have not shown consequence.
