أثر التوجه نحو الحوكمة الإلكترونية في تحسين الأداء التسويقي الخدمة العمومية

Résumé: تهدف هذه الدراسة إلى إبراز أثر التوجه نحو الحوكمة الإلكترونية في تحسين أداء الخدمة العمومية، من وجهة نظر الموظفين والمسؤولين على المصالح البيومترية، حيث يعتبر التحول نحو الإدارة الالكترونية خيار لابد منه من أجل تحسين أداء الخدمات العمومية وتحقيق التنمية المستدامة، ويساهم في حل المشاكل التي يعاني منها القطاع، من خلال تطبيق تقنيات تكنولوجيا الإعلام والاتصال وبالتالي مردودية أكبر وخدمة ذات جودة عالية. أجريت الدراسة الميدانية على المصالح البيومترية لولاية سطيف والمتمثلة في المصلحة البيومترية للولاية، نحاول من خلالها إظهار تأثير الخدمات الإلكترونية الجديدة على تحسين أداء الخدمة العمومية، فقد بينت نتائج الدراسة أن هذا التحول يزيد من كفاءة وفعالية أداء الخدمات العمومية بما يتماشى ويحقق الأهداف العامة للإدارة العمومية وبالتالي تحقيق التنمية المستدامة، كما لاحظنا من خلال هذه الدراسة أن الموظفين يؤمنون أن التحول نحو إدماج الخدمات الإلكترونية الجديدة في قطاع الخدمات العمومية أصبح ضرورة حتمية لتحسين أداء هذه الأخيرة. Abstract: This study aims to highlight the impact of e-governance in improving public service performance from the point of view of staff and officials on biometric interests, where e-governance is an essential option for improving the performance of public services and achieving sustainable development, and contributes to solving the problems of the sector through the application of information and communication technology techniques and thus greater benefits and quality service. The field study was conducted on the biometric interests of the state of Suttif, which is the biometric interest of the state, through which we try to demonstrate the impact of new electronic services on improving the performance of the public service. The results of the study show that this shift increases the efficiency and effectiveness of public service delivery in line with the overall objectives of public administration and thus the achievement of sustainable development
