Résumé: الافتراض الأساسي لهذه الدراسة هو أن لبيئة التحتية لتكنولوجيا المعلومات والاتصال المواتية سوف تؤثر بشكل ايجابي على مدى جاهزية البيئة الالكترونية في الجزائر وأدائها لاحقا. حيث اعتمدت هذه الدراسة على مقارنة ومماثلة مخرجات مؤشر المعرفة العالمي لسنوات 2017؛2018؛2019، والتي تخص البيئة الالكترونية لكل من الجزائر ومصر وتونس والمغرب. وقد وجدت هذه الدراسة أن العوامل السياقية للبيئة الالكترونية في الجزائر لا تتماشى والتطور الحاصل في هذا المجال خاصة بمقارنتها بنظيراتها في كل من مصر وتونس والمغرب، وأن الجهود المبذولة انعكست على ترتيب الجزائر عالميا حسب مؤشرات تكنولوجيا المعلومات والاتصال. The basic premise of this study is that an enabling ICT infrastructure will positively impact the readiness and subsequent performance of the e-environment in Algeria. The study was based on a comparison and similar output from the Global knowledge index 2017;2018;2019, which concerns the electronic environment of Algeria, Egypt, Tunisia, and Morocco. The study found that the contextual factors of the electronic environment in Algeria are not in line with the developments in this field, especially compared with those in Egypt, Tunisia and Morocco, and that the efforts exerted were reflected in Algeria's international ranking according to the ICT indicators.
