التمدد التركي في افريقيا من الانتشار الناعم الى التغلغل الصلب

Résumé: مـلخـص: أصبحت القارة الإفريقية محل اهتمام القيادة التركية بعد مجيء حزب العدالة والتنمية إلى السلطة سنة 2002،بعد تبنيه لرؤية جديدة مفادها تركيا دولة مركزية في محيطها الإقليمي وليس دولة هامشية . لتصبح تركيا فاعلا جديدا في القارة وبدأت دورها في القارة من خلال أدوات الدبلوماسية الناعمة من تمثيل دبلوماسي، زيارات رسمية، مؤتمرات القمّة، مساعدات إنسانية، التعاون الثقافي ودور منظمات غير حكومية، لتعمّق تركيا دورها أكثر من خلال تفعيل مظاهر القوة الصلبة في السنوات الأخيرة ، على غرار القواعد العسكرية،الإتفاقيات الأمنية والدفاعية التّدخّل العسكري...الخ لعدة اعتبارات داخلية وإقليمية ودولية يصب محتواها ضمن الرؤية الجديدة. تهدف هذه الورقة البحثية إلى التعرّض لمضامين الدور التركي وطموحاته في سبيل تحقيق هذا المسعى انطلاقا من مكاسب متعددة في القارة الإفريقية عبر القوة التركية الناعمة. Abstract: The African continent became the center of attention for Turkey's leaders after the Justice and Development Party came to power in 2002, after adopting a new vision of Turkey as a central state in its regional environment rather than a peripheral state. Turkey has become a new player on the continent and has begun its role on the continent through the tools of soft diplomacy, diplomatic representation, official visits to summit conferences, humanitarian aid, cultural cooperation and the role of non-governmental organizations, so that Turkey has deepened its role by activating hard power anifestations in recent years such as military bases, security and defense agreements, military interventions ... etc. for several internal, regional and international considerations whose content is in line with the soft new vision.
