جريمة المضاربة غير المشروعة في التشريع الجزائري في ظل القانون 21-15 Speculative Offence In Algerian Legislation Study In The Light Of Law 21-15on Combating Illegal Speculation

Résumé: جاء هذا المقال كدراسة على ضوء القانون 21-15 المتعلق بمكافحة المضاربة غير المشروعة، وهذا في ظل ما شهدته الجزائر في الآونة الأخيرة من العديد من الممارسات غير المشروعة، منها المضاربة غير المشروعة لاسيما بعد انتشار وباء كورونا الذي أثر كثيرا على القدرة الشرائية للمواطن، الأمر الذي استلزم ضرورة التصدي لها ومكافحتها، وهذا من خلال القانون رقم 21-15 الذي حدد صور المضاربة غير المشروعة وأركانها، إضافة إلى آليات مكافحة هذه الجريمة والعقوبات الجزائية والإدارية المقررة لها. This article came as a study in the light of Law 21-15 related to combating illegal speculation, which came in light of what Algeria has recently witnessed from many illegal practices, including illegal speculation, especially after the spread of the Corona epidemic, which greatly affected the purchasing power of the citizen. Which necessitated the necessity of confronting and combating it, and this is through Law No. 15-15, which defines the forms and elements of illegal speculation, in addition to the mechanisms for combating this crime and the penal and administrative penalties prescribed for it.
