أثر التخطيط الإستراتيجي للموارد البشرية على التنمية المحلية في الجزائر

Résumé: الملخص يجد التخطيط الاستراتيجي للموارد البشرية أهميته في الإدارة العمومية المحلية ضمن المهام المستحدثة للمجموعات المحلية في تحقيق التنمية على المستوى المحلي، بإعتباره آلية من آليات التسيير العمومي الجديد المستلهمة من مجال إدارة الأعمال، وذلك بالنظر إلى النتائج المؤكدة التي حققتها بفضله منظمات الأعمال ببلوغها مستويات مشجعة في الفعالية في تحقيق الأهداف والكفاءة في استعمال الموارد، وعليه يأتي هذا المقال ليتناول تطبيق آليات التخطيط الاستراتيجي على الموارد البشرية في الإدارة المحلية، لضمان ترشيدها واستغلالها بالشكل المناسب بما يعزز شروط تنمية محلية فعالة. Finds strategic planning its importance in local public administration within the tasks created for local groups in achieving devlopment at the local level,as it is the mechanism of the new public management mechanisms inspired by the field of business administration, given the confirmed results achieved by business organization by reaching encouraging levels of effectiveness in achieving objectives and efficiency in the use of resources. The article aims to study the application of strategic planning mechanisms to humanresources in the local administration to ensuretheirrationalization in an appropriatemanner in order to provide the conditions for local developmentwithin the terms of efficiency and effectiveness.
