The Algerian Exclusive Economic Zone And The Question Of Maritime Boundaries With Neighboring States

Résumé: Abstract Algeria announced in 2018 through a Presidential Decree the establishment of an exclusive economic zone off its coasts in the west Mediterranean starting from the baselines from which the breadth of the Algerian territorial sea is measured up to a distance that was fixed by a list of geographical coordinate points annexed to the Presidential Decree. Some north Mediterranean States, facing the Algerian territory, opposed to some parts of the Algerian delimitation of the new maritime zone since it overlaps with maritime spaces under the jurisdiction of those neighbor States. This paper discusses the question of maritime boundaries between Algeria and its neighbor maritime States sharing the same maritime borders, adjacent and opposite to the Algerian territory. Key words: Algerian exclusive economic zone, maritime boundaries, UN Convention on the Law of the Sea, neighbor maritime States. ملخص: أنشأت الجزائر سنة 2018 منطقة اقتصادية خالصة قبالة سواحلها البحرية, في الحوض الغربي للبحر المتوسط بموجب المرسوم الرئاسي 96/18، يبدأ حسابها ابتداء من خطوط الأساس التي يقاس منها عرض البحر اٌلإقليمي الجزائري إلى غاية الحدود الخارجية المحددة بموجب إحداثيات جغرافية تضمنها المرسوم الرئاسي المذكور كملحق. بعض الدول الالأوروبية المتوسطية في الجهة المقابلة للسواحل الجزائرية احتجت على تعيين الحدود البحرية في بعض أجزائه، بالشكل الذي جاء به المرسوم الرئاسي الجزائري 96/18 لأنها تتداخل مع مناطق بحرية خاضعة لاختصاص و سلطة الدول المعنية. يناقش هذا المقال قضية الحدود البحرية للجزائر مع الدول الجارة، سواء المقابلة أو المجاورة للإقليم البحري الجزائري.
