جائحة كورونا واستمرارية المرافق العمومية في الجزائر

Résumé: ملخص: يعتبر المرفق العمومي من أهم أوجه نشاط الدولة الذي تستعمله في إشباع الحاجات العامة للمواطنين، ويحتل مكانة بارزة في حياتنا فجل حاجاتنا تُشبع عن طريقه ويُقال بأن الدولة ما هي إلاّ مجموعة من المرافق وبالتالي فاستمرارية هذه الأخيرة هو استمرارية للدولة، ويزداد مبدأ الاستمرارية أهمية في حالة الأزمات ليصيح هو في حد ذاته حاجة من حاجات المجتمع على الدولة الالتزام بضمانها، وتلعب الإدارة الالكترونية ووسائل الإعلام والاتصال دورا بارزا في الحفاظ على هذا المبدأ وتعزيزه وهو الأمر الذي شهده العالم في ظل جائحة كورونا. لقد سببت جائحة كوفيد- 19 أكبر انقطاع في قطاع التعليم بكل أنواعه سواء في العالم أو في الجزائر، وباعتبار مرفق التربية من المرافق الدعائمية في المجتمع فقد تأثر هو الآخر بشكل لم يسبق له مثيل، وفي محاولة منه للاستمرار في تقديم خدماته انتهجت الوزارة الوصية مجموعة من الإجراءات كان من أهمها اعتماد التعليم عن بعد على غرار دول العالم ليسجل بذلك القطاع ميلاد "التعليم عن بعد" والذي يعتمد على وسائل الإعلام والاتصال الحديثة. Abstract: The public facility is considered one of the most important aspects of the state's activity that uses it to satisfy public needs of citizens,and occupies a prominent position in our life as most of our needs are satisfied tgrough it,the state is said to have a set of facilities,and thus the continuity of the latter is a continuation of the state and the principle of vontinuity becomes more important in the event of crises as it becomes in itself a need of society which the state must commit to ensuring, the electronic administration, the media and communication play an important role in preserving and promoting this principle, which is what the World has witnessed in light of the corona pandemic The covid-19 pandemic has caused the largest disruption to the education sector of all kinds, whether in the world or in Algeria, and considering the education facility is one of the support facilities in society, it has also been affected in an unprecedented way, in an attempt to continue providing his services, the Guardian Ministry adopted a set of measures, the most important of which was the adoption of education on the model of other countries in the world, so that the sector would register the brith of "distance education", which depends on modern media and communication.
