الثقافة التنظيمية كإستراتيجية لتنمية الموارد البشرية

Résumé: تستهدف هذه الدراسة التطرق لمقاربة مفاهيمية حول الثقافة التنظيمية وتنمية الموارد البشرية إضافة إلى شرح العلاقة بين المفهومين. تنتقل الدراسة لتبيين الاستراتيجيات التي لابد من الاعتماد عليها وغرسها في الثقافة التنظيمية للمنظمة وذلك لتحقيق التنمية للعنصر البشري، إضافة إلى عرض المداخل الإدارية التي لابد على المنظمة من الأخذ بها خاصة في عصر العولمة والثورة المعلوماتية وما جلبته من تغيير اتشاملة أثرت على الإدارة وبالتالي إدارة الموارد البشرية ككل فبرز ما يعرف بإعادة الهندسة، الإدارة الالكترونية وإدارة الجودة الشاملة كطرق حديثة تعتمد عليها الإدارة الناجحة لتحقيق التنمية. وفي نهاية الدراسة توصلت هذه الورقة البحثية إلى أن سبيل تحقيق تنمية الموارد البشرية يكمن في توفير البيئة الملائمة لذلك من خلال ثقافة تنظيمية مرنة قادرة على الأخذ بكل ما هو جديد في الساحة الإدارية والتأقلم معه بغية تطوير مهارات العنصر البشري وتحقيق البقاء والازدهار للمنظمة. This studyaims to giveconceptualapproach about organizational culture and humanresourcedevelomentbisides an explanation to the integrativerelationshipbetween the two concepts . The study moves to show straegieswhich must berely on them and instilled in organizational culture to realizedevelopment to humanelement. In addition to show modern meansespecially in an age of globalization and IT revolutionwhichbroughtcomprehensive changes that affect the administration and therforehumanresourcemanagmentthis case give us new concepts such as re-engineering e- administration and total quality management, successful management depends on them to achievedevelopment. At the end of thisstudythispaperhad come to realizethatachieving HR development lies in prividingappropriateenvironmentthrough a flexible organizational culture thatis able to takeeverythingthatis new in the administration arena and adapt to it in order to develop the skills of the humanelement and to achieve the survival and prosperity of the organization.
