تطبيق إدارة الجودة الشاملة على الأداء المؤسسي Applying Total Quality Management To Institutional Performance

Résumé: تهدف الدراسة إلى تطبيق إدارة الجودة الشاملة على الأداء المؤسسي بدراسة ميدانية على الجامعات العراقية محافظة بغداد، والى معرفة التعرف على تطبيق الجامعات العراقية لمفهوم إدارة الجودة الشاملة ومستويات ذلك التطبيق، بالإضافة إلى التعرف على طبيعة العلاقة بين عناصر إدارة الجودة الشاملة و درجتها والأداء المؤسسي لتلك الجامعات، وتبرز أهمية الدراسة في مساهمتها في بلورة رؤية جديدة الفلسفة واستراتيجيات إدارات الجامعات العراقية لتطبق إدارة الجودة الشاملة، لأجل تحسين وتطوير الأداء المؤسسي، حيث تمثلت إشكالية الدراسة في طرح السؤال الرئيسي: ما أثر تطبيق إدارة الجودة الشاملة على الأداء المؤسسي في الجامعات العراقية استخدمت الدراسة المنهج الوصفي التحليلي، وطبقت الدراسة على عينة مكونة من (80) فرد من قسم ضمان الجودة والأداء الجامعي في الجامعات العراقية من أصل (100) بمستوى وظيفي من مدراء ورؤساء أقسام وموظفين، وقد استخدمت الاستبانة كأداة لجمع البيانات والمعلومات، وتم الاعتماد في تحليل البيانات على نتائج الوسط الحسابي والانحراف المعياري والأهمية النسبية وشد الإجابة ومعامل الاختلاف واختبار و sig باعتبارها الأساليب الإحصائية المناسبة لتحليل البيانات، وحققت الدراسة جملة من النتائج كان من أبرزها: لا توجد علاقة ذات دلالة إحصائية بين أبعاد إدارة الجودة الشاملة وتحسين الأداء المؤسسي تعزى للمتغير سنوات الخبرة ولا توجد علاقة ذات دلالة إحصائية بين أبعاد إدارة الجودة الشاملة وتحسين الأداء المؤسسي تعزى للمتغير المؤهل العلمي. The study aims to apply total quality management on institutional performance with a field study on Iraqi universities, Baghdad Governorate, and to know the identification of the application of Iraqi universities to the concept of total quality management and the levels of that application, in addition to identifying the nature of the relationship between the elements of total quality management and its degree and the institutional performance of those universities, and highlights the importance of the study in its contribution to the crystallization of a new vision Philosophy and strategies Iraqi university administrations to apply total quality management, in order to improve and develop institutional performance, where the problem of the study was to ask the main question: What is the impact of the application of total quality management on institutional performance in Iraqi universities? The study used the descriptive analytical approach, and the study was applied to a sample of (80) individuals from the Department of Quality Assurance and University Performance in Iraqi universities out of (100) with a functional level of Managers, heads of departments and employees, the questionnaire was used as a tool for collecting data and information, and the Analyze data on the results of the arithmetic mean, standard deviation, relative importance, answer tension and coefficient Variation and test and sig as appropriate statistical methods for data analysis, the study has achieved A number of results were: There is no statistically significant relationship between the dimensions of total quality management and the improvement of institutional performance attributed to the variable Years of experience There is no statistically significant relationship between the dimensions of total quality management and the improvement of institutional performance due to the academic qualification variable.
