Résumé: ملخص: تركز التوجهات الجديدة للجماعات المحلية على مرافقة الاستثمار وخلق الثروة و التمويل الذاتي في اطار عدم التوافق بين نمطية السياسات القطاعية وخصوصية مقدراتها الذاتية ، مما يتطلب المزيد من الترشيد و الحوكمة في إصلاحها وتسييراها، حيث تهدف الدراسة الى تحليل ابعاد الحكم الراشد في تعزيز قدرات الإدارة المحلية، برؤية نقدية على ضوء الأطر التشريعية والتنظيمية التي تحكم الجماعات المحلية في الجزائر، وذلك بمنهج تحليلي مقارن لتوضيح بعض الضمانات والقيود العملية في مجال حوكمة الجمعات المحلية والرفع من أدائها، انطلاقا من فرضية أساسها ان البيئة العملية والتشريعية لاتزال غير محفرة لهذه الاليات، والوصول الي نتيجة مفادها اعادة النظر في بناء هذه الوحدات واستقلاليتها. Abstract: The study aims to analyze the dimensions of good governance in strengthening the capabilities of local administration, with a critical view in light of the legislative and regulatory frameworks that govern local groups in Algeria, with a comparative analytical approach to clarify some practical guarantees and restrictions in the field of local group governance and raise their performance, based on the premise that The practical and legislative environment is still not dug for these mechanisms, and reaching a conclusion that impedes consideration of building these units and their independence.
