Résumé: لقد أدى ظهور فيروس كورونا ( كوفيد 19 ) إلى تغيير في طبيعة المعاملة بين الدولة والأفراد، مما أدى بالدولة التدخل بنصوص قانونية وذلك عن طريق إصدار عدة مراسيم تنفيذية، من اجل حماية صحة المواطنين، وتدخلها هذا نتج عنه تقييد ومساس بحرية تنقل الأفراد باعتمادها على الحجر المنزلي عن طريق تحديد ساعات تواجد الأفراد في الشارع، وكذلك بغلق المطارات والموانئ، ومن خلال هذه الورقة البحثية سوف نسلط الضوء على الصيغة القانونية التي تم بها المساس بحرية الأفراد أو بما يعرف مبدأ الشرعية الجنائية في ذلك. The emergence of the Coronavirus (Covid 19) has led to a change in the nature of the transaction between the state and individuals, which has led the state to intervene with legal texts by issuing several executive decrees, in order to protect the health of citizens, and its interference resulted in restricting and compromising the freedom of movement of individuals by relying on quarantine.
