دور الإدارة الإلكترونية في تحسين صورة الخدمة العمومية دراسة ميدانية على عينة من مواطني ولاية ورقلة - بلدية رويسات -

Résumé: أصبحت الإدارة الالكترونية تمثل عصب المجتمعات الحديثة، و ضرورة حتمية يجب السعي لتطبيقها في كل المؤسسات، من أجل مواكبة التقدم التكنولوجي بها، و قد كان للإدارة الالكترونية دوراً هاماً في تحسين صورة الخدمات العمومية المقدمة للمواطنين من خلال سرعة في الإنجاز، كالإتقان في الخدمة، دقة كالفاعلية، بالإضافة إلى تخفيض الإجراءات في إنجاز المعاملات وسهلت في دعم مرونة الإتصال بين المواطن مع إدارته.وقصد ضمان خدمة الإدارة الإلكترونية لابد من نشر هذا الأسلوب المبتكر منالخدمات لدى المواطنين و إعادة البنية التحتية للمؤسسات وفق ما يتلاءم مع البيئة العصرية. ولقدهدفت هذه الدراسة إلى البحث في مختلف جوانب الإدارة الإلكترونية ودورها في تحسين الخدمة العمومية التي أصبحت محل إهتمام كل المؤسسات الإدارية،مسلطين الضوء على دور الإدارة الالكترونية في تحسين الخدمات العمومية بما يناسب، وقد إعتمدنا في بحثنا هذا منهج البحث الوصفي التحليلي لأنه الأنسب لهذا النوع من الدراسات، تم إجراء هذه الدراسة في بلدية الرويسات ولاية ورقلة على عينة مكونة من 100 مفردة من المواطنين على مستوى البلدية تم توزيع عليهم أداة الإستبيان لجمع البيانات التي توصلنا من خلالها لعدة نتائج أهمها: • صرح أكثر من ثلثي عينة الدراسة على أن هناك أثر إيجابيلتطبيق الإدارة الالكترونية على عملية تحسين مستوى أداء العاملين ببلدية الرويسات. • صرَّح المواطنون أن تطبيق الإدارة الإلكترونية ساهم بشكل كبير في تحسين مستوى الخدمة العمومية التي تقدمها لهم بلدية الرويسات. • أثبتت الدراسة أنه لا توجد عوائق كبيرة تواجه عملية تبني تطبيق الإدارة الإلكترونية نتيجة التكوين المستمر للعاملين بالمؤسسة من جهة ولحداثة التجهيزات التي يتم إقتناءها دورياً من جهة أخرى. Electronic management has become the backbone of societies and an imperative necessity to be implemented in all institutions in order to cope with the technological development. Electronic management is playing an important role in improving the public services provided to citizens through speed، pace، volume، good quality and efficiency، in addition to facilitating procedures in performing transactions and communicating with administrations. In order to achieve good quality electronic management services، such kind of invented services shall be generalized for citizens and the institutions infrastructure shall be restored according to modern service environment. The purpose of our study is to highlight the various aspects of the electronic management system and its role in improving public service which has become the focal point of all administrative institutions. In this study we adopted the descriptive analytical research method which appropriate to such kind of studies. The study is conducted at the City Council of Rouissat، Province of Ouargla on a sample of 100 citizens to which our survey sheets were distributed to collect information. The gathered information allowed us to achieve the following main results: • More than two thirds of the study sample community declared that there is a positive impact for the implementation of the electronic management on the improvement of the level of performance of personnel working at the City Council of Rouissat. • Citizens declared that the implementation of the electronic management has widely contributed to the improvement of public service provided by the City Council of Rouissat. • The study confirmed that there were no were significant constraints facing the adoption of electronic management due to the further training of the personnel working at the institution on one hand and the modernity of equipment periodically purchased on the other hand.
